The pace bowler has claimed 309 wickets in 71 five-day games with an average of 22.10.
Australia's chair of selectors the selector has declared that pace spearhead Cummins will play a "major part" in this winter's England-Australia contest.
There were concerns that the veteran bowler might sit out due to a ongoing back issue that remained unresolved.
Earlier indications from team management suggested no definitive call had been made regarding Cummins' participation, with the Test matches set to start on November 21 in Western Australia.
Bailey expressed that his recovery is on track and remained hopeful about the prospects of being involved.
"We know that the clock is ticking and there are permutations at play, not just his injury, but further aspects," Bailey remarked.
"It's positive. There's strong faith that he will feature a significant role. Hopefully starting in Perth. Should that not happen, we'll reassess."
Previous Setbacks
He was sidelined Australia's limited-overs series against India and New Zealand recently after medical tests showed a lower back issue.
Previous incidents include of back injuries, with flare-ups in several earlier campaigns forcing him out of multiple domestic campaigns in a limited period.
Cummins stated he would be ""aggressive" and "take risks" in his rehabilitation process to make the squad for the contest.
He mentioned that there was no confirmation if he had started his bowling workouts as part of his recovery but admitted it was "pressing" for him to recover fully for the initial match.
Contingency Plans
Should Cummins not be fit, former captain Steve Smith will assume leadership.
All-rounder Cameron Green was withdrawn recently from the national team for their one-day international series against the subcontinent side as a precautionary measure because of soreness in his side.
Bailey described it as a "minor" injury and mentioned that Green will play in the domestic first-class competition, so will be "ideally positioned to be ready to bowl."
"Extensive planning has gone into creating the schedule for him to take part for the opening match as an batting and bowling option," Bailey explained.
"His involvement was limited to the initial matches regardless. His aggressive style the cricket bat in white-ball cricket, if it causes any delay for another day, the choice was made to adopt a safer strategy."
